The Executive Director of the National Identification and Registration Authority (NIRA), Rosemary Kisembo, has asked Parliament for 2,700 temporary staff and an expanded permanent establishment to clear a backlog of over 5.4 million uncollected national identity cards and process nearly 11 million new registrations.
